ADSL vs Fiber

Hello , i just arrive to a new apartment in downtown Lisbon ( Martin moniz area )  , the internet is slow and i think is not enough for the 5 people that live in the apartment , i know that the internet service is  quite old here so i was wondering is the service is ADSL and not Fiber yet . do you need to request the change or its an automatic thing when the fiber is available in your area . im a bit lost in the topic . thanks for reading .
